Commissioners said the annexation work involves multiple parties — Palm Beach County, county fire rescue, utilities and county staff — and raised the need for a fuller review. One commissioner argued the city should consider annexation’s potential to lower millage and spur private investment, while others said the item requires more staff work and legal review before a full public discussion.
City staff noted two annexation applications — Bamboo Lane and Palmyra — that were previously tabled to January; those items will return for a formal hearing in January and staff will provide a narrow December update limited to those parcels. The commission directed staff to prepare a January workshop that includes legal counsel and relevant department staff so commissioners can examine options, fiscal impacts and interlocal agreement (ILA) terms.
Kevin Fisher, planning and zoning division, explained the ILA process for Bamboo Lane: the city will approve the ILA, send it to the county for review, and, if approved, the annexation would be final. Fisher also said staff are still awaiting county review on the draft ILA and that Palmyra remains tied to broader negotiations.
Next steps: staff will remove the broad annexation item from the current agenda and return specific, parcel‑based updates or the full annexation items in January; commissioners requested a focused workshop mid‑January to examine fiscal and service impacts before further action.
