Albany County approves state Empower software access and CSBG subrecipient amendments; one abstention recorded

Albany County commissioners on Dec. 2 approved an access agreement with the Wyoming Department of Health allowing the county to use the state's Empower software to administer Community Service Block Grant (CSBG) funds, and approved a companion subrecipient amendment binding local agencies to the reporting arrangement.
County staff explained the Empower program is a new state software platform that allows subrecipients to enter reporting data for CSBG funds and optionally use other program features. An on-record staff presenter said, "this is the new... program that the state put together for administering our community service block grant funding" and described how subrecipients would use the system for reporting.
The board voted to approve the access agreement. The board then considered CSBG subrecipient amendment 1 for federal fiscal year 2026 for the following agencies: Laramie Interfaith; Safe Project; Laramie Reproductive Health; Downtown Clinic; and Family Promise of Albany County. Commissioners moved and approved the amendment; the clerk noted one abstention from a commissioner identified as Pete on this item.
Separately, the board approved vouchers for November 2025 by voice vote and adjourned the meeting. The approved access agreement and subrecipient amendments bind the listed agencies to the county's use of Empower for CSBG reporting and impose the data-entry requirement described in the staff presentation.
