Pilot Hill Trailhead completion date pushed to June 30, 2026 amid utility and design delays

The Albany County Board of Commissioners approved a first amendment Nov. 18 to the county's agreement with ARCON Incorporated for the Pilot Hill Trailhead parking project, moving the substantial-completion date to June 30, 2026.
Staff told the board the schedule change results from several delays: a redesign of the detention pond because the protective soil layer over an underground waterline was not deep enough to prevent freezing, and an electrical-service delay caused by Pacific Power and Light not delivering a transformer in time. To protect plantings, staff recommended postponing irrigation and landscaping work until spring so vegetation will survive winter conditions.
Staff said they have met with the city and expect to request a temporary certificate of occupancy for winter use of the parking, shelter and restrooms as early as mid- to late December, with landscaping finished in spring 2026. The board approved the amendment and the motion carried.
The amendment keeps the grant-required general conditions intact with a general completion requirement later in the calendar year.
The project team will proceed with finalizing temporary occupancy paperwork and schedule landscaping for the next season.
