Procurement and capital staff presented three park capital and maintenance recommendations at the Stonecrest Dec. 18 work session; all were presented as recommendations for council consideration and will be returned to the regular meeting for formal action.

Tamisha Boynton, procurement official, said the scoreboard replacement project uses a Sourcewell cooperative purchase with Daktronics and that the total cost to replace the identified scoreboards at several sites is $100,394. Staff said two little-league scoreboards at Browns Mill Park are not included in the current package because of a funding shortfall between two GL accounts, and staff is working with the vendor to identify funds to replace those shortly after the main project.

Reginald Powell and the capital projects team said they conducted site walkthroughs and prioritized the high-use boards at the Brownsville Rec Center, Browns Mill Park and the Southeast Atlanta Complex. Boynton said funds are to come from Southeast Park funds and answered procurement method questions from the council.

On field upgrades and maintenance, procurement reported five responses to the solicitation and recommended awarding a one-year term contract to Yellowstone Landscape Southeast LLC in the amount of $281,380 with up to four one-year renewal options if performance is satisfactory, creating a potential five-year term.

Engineer Harry described the Farrington Park playground as a second play area adjacent to existing equipment, including poured-in-place rubber surfacing and shade structures; staff said they will use the vendor previously employed and presented a total cost of $97,641.60 using the Sourcewell cooperative method.

Council members asked which scoreboard units were excluded and urged timely replacement of long-overdue little-league boards. No contract awards or budget approvals were finalized at the work session; procurement will return the items to the regular council agenda for formal votes.
