WASHINGTON — During a House Foreign Affairs Subcommittee hearing on the Western Balkans, Chairman Self said he intends to introduce legislation that would require the State Department to report on Serbia’s treatment of ethnic Albanians, including widely reported practices in the Presevo Valley known in the hearing as 'passivation.'
