Council annexes 3.19‑acre Stanley Hill parcel, approves R‑3 zoning with conditions

The Coeur d'Alene City Council voted Dec. 2 to annex a 3.19‑acre parcel at 2248 East Stanley Hill Road and to zone it R‑3 (three units per gross acre) with a hillside overlay, approving findings and an annexation agreement that lists conditions for public‑facilities connections.

Planner Sean Holmes presented the staff report for Annexation A‑125 and explained the site history (two prior denials, in 2005 and 2021) and the four required annexation findings the council must make. Staff said the applicant provided a geotechnical report, addressed a previously noted on‑site cistern and spring concern, and proposed a public‑road option that would extend East Lily Drive and connect two dead‑end water mains to improve circulation and emergency access. Conditions read into the record require developer responsibility for main extensions, fire apparatus grade limits (not to exceed an 8% grade where specified) and payment of associated capacity fees at permitting.

Applicant Eugene Hague and his representative said the project would create four new single‑family lots (meeting R‑3 minimum lot sizes), complete Lily Drive’s connection to eliminate dead ends, and improve emergency access and water‑main redundancy. Supporters in the chamber said the extension would benefit immediate neighbors without substantially changing neighborhood character. After deliberation Councilmember Gookin moved to approve the annexation with the staff findings and conditions; council adopted the findings, approved the request, then read and adopted council bill 25‑1020 (ordinance) annexing the parcel. Roll‑call votes recorded affirmative votes by Miller, Gabriel, Gookin, English and Wood; the ordinance passed and the parcel was annexed into the city.
