Commissioners approve 2026–27 fire service contract updates, discuss ESD transition and funding

Atascosa County staff presented updated 2026–27 fire service contracts for the City of Pleasanton Fire Department and multiple volunteer fire departments on Dec. 8. The packet included minor wording changes, additional NIMS language and legislative updates recommended by the county attorney.
Presenters and commissioners discussed how the creation and activation of ESD 2 and reorganization of ESD 1 may affect funding flows to volunteer fire departments, mutual‑aid arrangements and whether the county should add new entities (such as Lytle) to current agreements. County staff said the contracts under review are renewals of existing agreements and that adding new agencies would require separate public posting and discussion.
Officials noted that ESDs provide tax revenue that is not always 100% of a department’s budget and that the county’s payments are one part of a department’s overall funding mix. The court approved the requested contract language updates and renewals and agreed to review the funding/ESD implications in the next budget cycle.
Commissioners indicated they want to revisit contracts next year after ESD transitions become clearer and to ensure fairness across departments and unincorporated areas.
