The executive session motion specified that the three commissioners, the county counselor, the county attorney and the finance director would attend and that the board would reconvene in the commission room in the courthouse basement. The motion was moved and seconded; the transcript records the voice vote as passing 3–0.
Pastor Sid Stein delivered the invocation and offered community announcements, including a missional fundraiser (cookie and candy sales at the Atchison Farmers/Winter Market held at Atchison United Methodist Church), a community choir performance featuring vocalist Daesha Renault at 3 p.m., and a luminary recognition event on the library lawn on Dec. 21.
The finance director reported that payroll is scheduled for Friday, Dec. 5; the transcript states accounts payable was deferred this week because of the Thanksgiving holiday. The consent agenda — which included the Nov. 25 commission minutes and the finance director review — was moved, seconded and approved by voice vote.
Commissioner Campbell announced a Project Concern meeting Wednesday, Dec. 10 at noon at the Project Concern building and said the commissioners would not hold the regular meeting next week. A separate scheduling note in the meeting: an attendee stated a fuel bid originally set to open Dec. 9 will open on Dec. 16 after the earlier date was found to conflict with the calendar.
Before adjourning into a commissioner workshop the board moved and seconded the motion to recess; that motion also passed by voice vote recorded as 3–0. The board reiterated the NRP discussion meeting is scheduled for Dec. 11 at 6 p.m.
