MHRC discusses restoring explicit grant authority, commissioners warn of risks

The Metro Human Relations Commission discussed a staff proposal to study reinserting explicit authority for the commission to receive and administer grants and sponsorships.
Staff described historical precedent: MHRC had grant authority when first created but a provision was removed in the 1990s. The current recommendation is to convene a process with finance, legal and insurance staff to draft precise language for council consideration. "If we're doing this work and we're doing with all these great partners and it's in alignment with the mission... why don't we have this explicit authority?" Director Tucker asked.
Several commissioners expressed caution. One warned that accepting grants could lead future councils to reduce city funding: "they would say, well, you've got this grant, so we're gonna cut your budget by this amount," the commissioner said. Commissioners asked that any proposed language explicitly prevent grants from supplanting MHRC's base funding and that staff return with a detailed package, standard grant agreement language and legal guardrails.
Staff said they will assemble a more detailed process package, including draft legal language and administrative procedures, and return to the commission for review. No formal vote was taken; the commission authorized staff to continue the study and develop the package.
