Community Board 11 adopts bylaws changes limiting elected-official response time and clarifying gallery rules

The second change allows unregistered speakers physically present at meetings the opportunity to speak before unregistered remote speakers; that motion passed. The third amendment limits elected officials’ responses to board-member questions to a total of 10 minutes; that item passed despite an expressed opposition from one member.
Committee members described the changes as clarifications intended to streamline meetings and ensure fairness between in-person and remote participants. Concerns were raised about separating the items rather than handling them as a single package; motions were taken individually and recorded as passed.
The board recorded the votes and moved on to committee reports and other agenda items.
