On Nov. 18 the Boulder Valley School District board voted to add an explicit neutrality sentence to its religion-in-schools policy (IGAC). The new language, presented by Board member Lalania Quinlan, reads: "The school district shall not conduct or sanction any service that is religious in nature and shall not include religious invocations or formal prayer at school sponsored events."
Quinlan proposed moving the sentence into the policy's neutrality section so the ban would apply across school-sponsored events, not only under a baccalaureate-graduation subheading. Board members discussed potential exceptions for unofficial, non‑district performances (for example, a choir singing at a funeral) and concerns about power dynamics when staff are in positions of authority over students participating in religiously framed activities. Alex said staff actions that pressure students into religious activity are problematic; other members sought language that clearly distinguishes district-sponsored activities from privately organized ones.
The board adopted the amendment by roll-call vote; the transcript records unanimous support for placing the sentence in the neutrality section. Staff and board members noted the language aligns with existing case-law considerations and historical practice around graduation ceremonies and district neutrality.
