Committee approves up to $3,780 to update emergency action plans for three dams

Houston Engineering representative Michael Lupad told the committee that three dams inherited from the Soil Conservation Service have out-of-date emergency action plans and that new state requirements now require modeling of potential breach impacts.
Lupad said the combined cost to update the emergency action plans for the three dams is estimated at $72,000. He said the State Water Commission is expected to cover about 80% of the cost, and that the Red River joint board agreed to cover 65% of the remainder. That leaves a local share for which the Maple River Water Resource District sought committee assistance.
The committee approved a motion to fund 75% of the remaining local share for the Maple River Water Resource District’s effort to update emergency action plans for Absaraca, Garsteg and Indian dams, not to exceed $3,780.
Committee members asked about statutory or policy fit for this type of mandated update; members agreed the work falls within flood-control/dam safety priorities and voted to approve the requested amount.
