Tony Grama, senior deputy attorney general, presented the settlement (case 2025‑006). According to the complaint materials, Blossom Group — a cultivation facility in Clark County — had a history of compliance issues including prior audit warnings and a 2020 settlement and subsequent audit concerns in 2022 and 2023. Under the agreement presented to the board, Blossom admitted one Category 3 violation (improper tagging of cannabis/cannabis product) and one Category 5 violation (failure to timely submit quarterly reports). The company agreed to pay an $8,000 civil penalty (payable in a lump sum or over an eight‑month payment plan) and accepted a formal warning for the Category 5 violation.
Grama told the board CCB staff and the Attorney General’s Office considered aggravating and mitigating factors in reaching the resolution and recommended board approval. The board moved and voted to approve the settlement unanimously.
