Jail progress, budget transfers and mayoral appointments highlighted at Cheatham County workshop

County staff and the mayor's office used the December workshop to update commissioners on facility projects, budget committee recommendations and administrative items.
Mister Greer (Speaker 6) briefed the commission on the new jail: an open house is planned for Friday, demolition and temporary-wall installation are underway, and the contractor will replace a floor sealer that was not the specified product. Greer said the State Fire Marshal had provided guidance and that a 400-megahertz radio repeater would be required to ensure countywide communications inside the jail.
The budget committee presented several items recommended for consideration at the next commission meeting: a $216,975.67 pass-through TDEC utility grant (American Rescue Plan Act-related) to East Montgomery Utility District; an e-rate transfer to the Cheatham County Library ($748.80); two Tennessee Highway Safety Office reimbursements to the Sheriff's Office (approximately $30,300 and $7,341.94); an agricultural extension contract adjustment ($128,103) to pay university partners; and $1,000 for economic/community development bonuses. The committee also recommended surplus and trade actions, including replacement/trade-in of an ambulance.
From the mayor's office, staff proposed accepting $15,000 from the town of Pegram to reserve funds for the South Cheatham library project, an asset-protection agreement with Lee Company for jail maintenance ($45,936), and two proposed memoranda of understanding: one with AverHealth for recovery court (flagged as possibly controversial and subject to removal from Monday's agenda) and one between the Sheriff's Office and Heritage Health Solutions relating to jail services.
County counsel distributed a letter from Dickinson Wright notifying the county of potential litigation over the Sweet Home Road development denial and advised commissioners to preserve all documents related to the matter. Staff was asked to preserve emails and disable automatic deletion settings where appropriate.
Next steps: budget and mayoral items will return for formal action at the next full commission meeting; counsel and staff will follow preservation instructions related to the litigation hold.
