Council authorized a professional and administrative services agreement with CITICOG to manage compliance and reimbursement for a federal levy reconstruction earmark Thursday.
Miss Fessler and budget staff described the $8,000,000 federal allocation and explained that the full scope of work will total approximately $10.7 million. Betsy Kramer (CITICOG program manager credentials described to council) will assist with federal compliance, labor standards and project administration; the proposed contract authorizes a 2% administrative fee on reimbursements.
Administration said the project is reimbursement‑based and that the city will need to document bids and compliance to avoid repayment. Council members asked whether the required local match (20% of project cost) and the not‑to‑exceed professional fee would be covered from the city’s emergency and reserve funds; staff confirmed a not‑to‑exceed match/payment of $215,000 would come from the emergency reserve balance.
Council approved the resolution unanimously, 7‑0.
What’s next: Administration will finalize a services agreement with CITICOG, continue work on a requested federal extension for project spending through Sept. 2028, and return to council with contract documents and periodic compliance updates.
