• Resolution 25‑101 — Water meter replacement (CIP WDP 3): Approved. Council authorized release of construction documents and the purchase of phase 2 smart water meters (Badger). Staff said the meters will improve meter-reading efficiency but could reveal under‑registering legacy meters, which may change some customers’ bills; staff will flag anomalies for review. (Vote: unanimous/5–0.)
• Resolution 25‑90 — PLHA award to Habitat for Humanity Calaveras: Approved. Council awarded $240,656 to Habitat for ownership housing; staff and Habitat described site readiness and criteria for homeowner qualification. Residents asked about local preference; Habitat noted fair‑housing constraints but said most applicants for the project are local. (Vote: unanimous/5–0.)
• Resolution 25‑97 — Establish Greenhorn Creek LLD Commission: Approved. Staff said the former LLD board dissolved after volunteers learned they were not covered by city insurance; establishing a formal commission brings liability coverage and will be followed by an ordinance and member recruitment. (Vote: unanimous/5–0.)
• Resolution 25‑98 — Hiring authorization for plant operator (Daniel Whitman): Approved. Council authorized hiring at plant operator 3 step 5 to attract an experienced candidate who will pursue the remaining wastewater grade 4 certification required to become chief plant operator. (Vote: unanimous/5–0.)
