Chief Financial Officer Yvonne Alfonso Windsor updated the Fiscal Management Committee on progress toward the superintendent’s recommended FY27 operating budget. Staff said the district used a 0‑based budgeting approach this year, began office submissions in September, convened a Budget Advisory Committee (25–35 members including associations, community groups and students) through October and November, and held public listening sessions in December.
The superintendent’s recommended budget is scheduled to be released Dec. 17. The board will hold a series of work sessions and hearings in January and February and tentatively adopt the operating budget Feb. 19; by law the final budget must be submitted to the county executive and county council no later than March 1.
Board members emphasized the need to link budget line items to school improvement outcomes and to show how investments translate into classroom results; staff noted fixed costs — including employee benefits — account for large portions of the operating budget and must be managed in tandem with programmatic priorities.
Next steps: the superintendent will present the recommended budget Dec. 17 and the board will schedule budget work sessions and hearings leading to tentative adoption in February.
