The House Education Committee voted 14–12 to re-refer House Bill 1849, identified in the motion as the "Dads Defending Daughters Act," to the House Judiciary Committee.
Madam Chair moved the re-referral under other business. Chair Cutler opposed moving the bill, repeating that Education is the appropriate venue for bills concerning school sports and that last-minute committee transfers prevent proper debate. "I will oppose this referral for all the same reasons," Cutler said.
Several members voiced frustration with repeated referrals. Representative Cooper said the Education Committee is the correct forum and that members should vote on controversial items. Representative Anderson urged an immediate up-or-down vote and criticized repeated referrals as avoidance, invoking Teddy Roosevelt to press colleagues to "stand up and vote for what you believe in."
A recorded roll-call vote produced 14 ayes and 12 nays; the clerk announced the motion to re-refer had passed. The chair confirmed that House Bill 1849 would be sent to the House Judiciary Committee for further consideration.
The committee's action was procedural and did not address the merits of HB 1849. The Education Committee did not adopt or reject the bill itself.
