Port Orange approves Coastline Coffee licenses and up to $10,000 fee waiver for Riverwalk events

Port Orange’s city council and the Port Orange Town Center Community Redevelopment Agency on Dec. 16 unanimously approved three items to allow Coastline Coffee Company LLC to activate Riverwalk interim uses: a temporary license for operations, a temporary signage license for specific parcels, and an economic incentive agreement waiving fees up to $10,000 for improvements and special-event permits.
Staff explained the three-part package: the license enables permitted interim uses such as food trucks, a coffee shop, a beer garden, farmers markets and fitness classes; a separate signage agreement allows temporary directional signage at Riverwalk parcels (3840 Ridgewood Ave/204 Herbert St; 3999 Ridgewood Ave; 3966 Halifax Drive); and the economic incentive waives applicable permit fees while license conditions are met. Staff recommended approval after Bristol withdrew from an earlier interim agreement and Coastline Coffee expressed interest in continuing activation efforts.
Paul Hartley, Coastline Coffee owner and lifelong Port Orange resident, told the council the company plans recurring events including a Riverwalk Morning Market, a Riverwalk Social (third Saturday with live music and vendors), and Riverwalk Live (music and food trucks) and a themed Friday ‘ladies night.’ Hartley said the kickoff event is scheduled for Dec. 19 and pledged to host at least two events per month as part of the license terms.
Council and CRA votes: Both the CRA and the city council made motions and recorded unanimous vocal approvals for the license, signage, and economic-incentive agreements. Staff reminded the council that the economic incentive waives fees but does not waive the requirement to obtain permits; permits will still undergo standard review.
Next steps: Staff and Coastline Coffee will execute required documents and proceed with permit reviews and signage installations. Council asked staff to ensure permit reviews and oversight remain consistent with the license and incentive conditions.
