The Keene City Council unanimously approved Resolution No. 2025-484 canvassing the Dec. 13, 2025 runoff election and then administered oaths of office to the newly elected council members, Tracy Samantha Gillen and Charles Easley, at a special meeting on Dec. 18, 2025. The council later appointed Gillen mayor pro tem for a one-year term.
The Mayor introduced Resolution No. 2025-484 for canvassing the runoff and a council member moved to approve it. The Mayor stated the motion was “by Foster and a second by Smith,” and declared the vote unanimous, saying the motion carried. The resolution text in the meeting record is described as canvassing the 12/13/2025 City of Keene runoff election.
After the canvass, officials administered the statutory oath to Tracy Samantha Gillen, who recited, “I, Tracy Samantha Gillen, do solemnly swear…that I will faithfully execute the duties of the office of council member place 2 for the City of Keene.” Charles Easley recited the oath for the Ward 3 seat. Certificates of election were presented and photographed.
Later in the meeting the Mayor nominated Gillen to serve as mayor pro tem for a one-year term. Gillen said she “would be honored” to serve. The Mayor announced the nomination was moved by Chapman and seconded by Easley; the Mayor called for a vote and again announced the result as unanimous.
The meeting record notes City Hall will be closed Dec. 24–25 for the Christmas holiday and that the next regularly scheduled meeting will be Jan. 15, 2026. The council adjourned at 6:23 p.m. and invited attendees to a reception in the community center to honor the elected officials.
