LCCMR adopts draft 2027 RFP with updates to priorities and expense guidance

The commission approved the draft 2027 ENRTF request-for-proposals after staff presented targeted edits and additions.

Key changes approved include: (1) insertion of the estimated available funding in the RFP prior to release; (2) addition of resiliency strategies from the strategic plan into the main RFP (for example, priorities to assess emerging environmental threats and to strengthen interagency coordination); (3) a new land priority to "implement natural resource corrective actions where delay will be detrimental"; (4) clarified mapping and design submission expectations for capital and easement proposals; (5) tightened guidance labeling all out-of-state expenses as generally ineligible unless justified; and (6) removal of an absolute prohibition on contingency funds for capital projects (reasonable contingency funding is allowed with justification).

Commissioner Langseth moved to adopt the draft RFP with staff technical changes; roll-call voting recorded 11 yes and 2 no. Staff noted the small-project threshold remains $300,000 and that DNR grant agreements and fiscal-capacity reviews typically run July through September after commission recommendations are finalized.

Next steps: staff will insert final calendar dates after the commission adopts a meeting calendar, publish the RFP, and continue updating linked requirement documents (easement and capital-construction addenda) ahead of the proposal deadline.
