Key votes and formal actions taken by the Springfield Regional Planning Commission on Dec. 4, 2025:
- Performance surety renewal (Item 2.1): Commission recommended renewal of the performance surety for Autumnwood Estate Section 3 to secure unfinished public improvements (roadway, stormwater, utilities). Staff reported the surety amount is $266,220 issued by Merchants National Bonding; motion to recommend renewal passed (vote recorded in favor by present commissioners).
- Highway 41 North rezoning (Item 2.2): Commission recommended denial of a rezoning from R-40 to C-1 (see separate writeup). Recommendation forwarded to Robertson County planning commission.
- 2209 Ruth Street rezoning (Item 2.3): Commission voted to deny a rezoning request from R-10 to R-7 after neighbor comments and discussion of lot buildability (see separate writeup). Motion to deny passed 5-2.
- Summit View and Black Patch (Items 2.4 & 2.5): Commission approved a master-plan amendment for Summit View Phase 2 (13 additional single-family lots) and approved a Black Patch Drive rezoning to R-10 PUD. Both approvals were conditioned on satisfactorily addressing outstanding staff comments (playground specification, HOA documents, minor engineering items). Each motion passed with six votes in favor and one abstention (Greg), recorded as a conflict of ownership.
- Board of Zoning Appeals appointment (Item 3.1): Staff reported Michael Briggs resigned from the commission and BZA; the commission voted to defer a recommendation for a BZA appointment to its January meeting.
Staff reports and next steps: Staff identified pending site plans (7 Brew Coffee, Mid Tennessee Nursery and Grounds, and a conceptual Harvest Park on South Main with about 86 detached units and some commercial space) and asked the commission whether a traffic study should be requested for the Harvest Park concept; the commission indicated support for a traffic study. Staff also proposed future zoning ordinance amendments to clarify traffic-impact thresholds and to address barriers to infill redevelopment on small lots.
