Mister Sweeney, a county staff member presenting a year-end recap, told the Bedford County Property Committee that the county completed 24 projects in 2025, spanning school classroom additions, athletic facilities, roofing and infrastructure work. "We've had 24 projects this year," he said.
The presentation listed completed work at Thomas Elementary, including a classroom addition wing, a new fire alarm system and two bathrooms; Liberty School’s classroom addition and new bathrooms with a completed grease trap; and multiple tech rooms converted from former shop space. Sweeney said those school projects were completed within the budgets that were approved.
Athletics and site improvements included a donated-funded football field house, renovated press box and concessions at Cascade, new soccer and softball locker rooms and about 700 feet of new sewer line and a new water pump system at another site. Sweeney reported parking asphalt was "about 75% complete" in one area and that softball field turf was roughly "90% complete," with dugouts and bleachers under way.
He also said roofing projects were finished for several buildings, including a recently completed roof for the middle school cafeteria, and that the archives building had a new roof, exterior repairs and ADA sidewalk work scheduled.
On larger capital projects, Sweeney said TCAT’s remodel had completed programming and design and the school board was evaluating phasing and funding options. "We've completed the design," he said when asked about the TCAT schedule. Construction drawings for an EMA interior generator were complete and a bid package had been posted with pre-bid and bid-opening dates listed in the transcript record.
Other updates included a completed Ag building at Cascade High School and Community High School, a completed culinary kitchen bid process at Cascade with an awarded bid, site work and early-stage construction on a juvenile facility with footings, slabs and rough-ins in place, and an inspection walkthrough at Cartwright Elementary marking its one-year anniversary.
Sweeney thanked partner contractors and municipal partners for assistance on projects and noted 9-1-1 added a tower at their expense. He said several items remain subject to the school board's next approvals and final inspections. The committee did not take formal action on these project updates; they were presented for information and clarification.
The committee asked follow-up questions about timing and potential county budget requests related to TCAT and master plans; Sweeney said the school board and county staff would coordinate next steps and any funding requests.
