Burke County approves IT, construction-equipment and propane-tank bids; opens bank accounts for two grants

Burke County commissioners approved multiple procurement awards and authorized two noninterest bank accounts for development grants during their regular meeting.
County Manager Merv Waldrop told commissioners that two bids were received for the county's IT network refresh: "NetPlanner at 211,000 and Accord Technologies at $170,004.39 and 67¢," and that the county's budget for the project was $180,000. "The recommendation from our IT staff is to go with Accord," Waldrop said. Commissioner Kelly moved to accept Accord Technologies' bid and the board approved the award.
The board also approved a local award for 10, 1,000-gallon LP/propane tanks to support broadband and EMA stations. Waldrop said the low bidder was Manchester Tank of Tennessee and the local vendor MB Jones of Reidsville was the second-lowest at about $41,001.60; Commissioners approved a motion to award the contract to MB Jones for $41,160.
On heavy equipment, staff reported four bids for a backhoe loader and recommended the low bidder, Yancey Brothers. The board approved the Yancey Brothers bid. For a mini excavator, Waldrop said roughly 10 offers were received but only Yancey Brothers' machine met the county's specifications for weight, horsepower and tracks. Waldrop said the county had budgeted $135,000 for the mini excavator and the recommended machine exceeded that figure but that savings from other equipment purchases could cover the difference. Commissioner Bridal moved to accept Yancey Brothers' bid for the Caterpillar mini excavator and the board approved the purchase.
Separately, commissioners authorized opening two noninterest-bearing accounts at First National Bank for the development authority: one to receive an EDGE grant for the Ritz project (reported at $500,000) and a second to receive a $35,000 Georgia grant to certify an industrial-park site. Waldrop said the state often requires grant funds be held in noninterest-bearing accounts so local governments do not earn interest on state-provided funds.
What happens next: procurement staff will finalize contracts with the awarded vendors and county finance staff will establish the two grant accounts at First National Bank and report back as required.
