Goldsboro City Council voted Nov. 17 to adopt new internal guidelines for evaluating requests for all-way stop signs and then approved a specific ordinance to install a 4-way stop at North Audubon and East Mulberry.
Traffic staff explained the guidelines rely on two primary criteria drawn from national traffic engineering practice: crash frequency thresholds and sight-distance measurements rooted in the Manual on Uniform Traffic Control Devices (MUTCD) and standard traffic engineering guidance ("Green Book"). Staff said, for example, that for a four-leg intersection the crash criterion would be five or more reported crashes in a 12-month period (or six or more in a 36-month period) while sight-distance is measured from a standardized offset.
On the Audubon/Mulberry site, staff presented a formal study including crash data, site-distance measurements and traffic counts. They reported that the intersection met the site-distance criterion for a four-way stop and recommended the ordinance. Council members discussed crash thresholds versus site-distance criteria and noted that either criterion can qualify an intersection. Council then voted unanimously to adopt the ordinance to install all-way stop control at North Audubon and East Mulberry.
Next steps: Public Works will install signage per the adopted ordinance; staff said the internal guidelines will be used to evaluate future intersection requests and to reduce liability by relying on national engineering standards.
