Council approves completion of decade-old deed to convey library property to Wayne County

Goldsboro City Council on Nov. 17 authorized execution of a deed to convey a parcel behind the public library in Hermann Park to Wayne County, finalizing an agreement the council approved in 2010 but never executed.
City attorneys and staff told council the original council action to convey was binding but that the deed was never executed because a small portion of the tract needed surveying. City Attorney Lawrence explained the deed now includes an easement that preserves city access across the property (to maintain access to adjacent city-owned facilities in Hermann Park) and requires county permission if the county reconfigures the parking area.
Lawrence summarized the situation: "It was agreed back in 2010, 2011. The issue was just the deed was never done," and said the deed language and easement have been approved by county counsel. Council moved, seconded and voted by show of hands to approve the resolution authorizing execution of the deed; the motion passed unanimously.
Next steps: Clerk will distribute the historical minutes excerpt and staff will execute the deed to complete the long-pending conveyance. The deed includes an easement preserving specified city access.
