Councilor Patrick Belanger moved on Dec. 16 for the city manager and relevant departments to work with private partners to develop a workforce housing program aimed at increasing first-time homeownership in Lowell. The motion, seconded by Councilor Getchia, passed on a voice vote.

Kathy Mercado, executive director of Merrimack Valley Housing Partnership, told the council MVHP has a track record of programs that expand access to homeownership and offered the nonprofit as a partner in program design and outreach. "Together, we can build on the progress already made and identify innovative strategies to move Lowell closer to a more equitable and prosperous future," Mercado said.

Councilors discussed several design and funding approaches, including using tax-increment incentives and employer-assisted down-payment programs similar to Live Baltimore. Councilor Robinson and others emphasized the role of partnerships — public, nonprofit and private — in stretching limited grant dollars and maximizing reach to residents.

The council directed follow-up work through existing subcommittees and partnerships to refine program details, funding sources and eligibility criteria; councilors said they expect staff to return with implementation options and cost estimates for further committee review.

The motion carries an explicit focus on first-time homebuyers and down-payment assistance; specific funding sources and program rules were not finalized at the meeting and were left to staff and subcommittee consideration.
