The Arkansas City Commission approved a resolution to submit the 2025 Community Development Block Grant (CDBG) housing rehabilitation plan, tied to a recently awarded $300,000 grant, and adopted a companion demolition plan that functions as a contingency if rehabilitation funds cannot be expended.
City staff described the housing rehabilitation plan as setting eligibility requirements, funding structure, selection process and administrative procedures needed to implement the program. Staff said qualifying homeowners and landlords may receive up to $25,000 per unit under the program and that the city would notify current pre-applicants when the application window opens. The city intends to process awards on a first-come, first-served basis while screening for eligibility requirements.
Staff told commissioners they do not expect to use demolition funds because the city has sufficient rehabilitation applicants; the demolition plan was presented to define procedures to identify and remove structures hazardous to the public if rehabilitation is not feasible. Commissioners asked whether properties already identified as unfit could be used, and staff said eligibility will depend on income limits and other criteria in the program rules.
The commission moved, seconded and approved the housing rehabilitation resolution and separately approved the demolition plan and authorizations for submittal to the Kansas Department of Commerce; both motions carried by voice vote.
