Council adopts city Emergency Operations Plan and schedules training to improve storm and wildfire response

The Big Bear Lake City Council on Tuesday approved a resolution adopting an updated Emergency Operations Plan (EOP) that staff developed with consultants following the 2022 Radford fire and a major 2023 winter storm.
Nick (staff) summarized the update, noting the city contracted Jacob Green and Associates in 2023 to revise the EOP and that the plan conforms to state government code provisions and Federal Emergency Management Agency guidance. "The proposed EOP has been developed in accordance with the above code sections as well as the guidelines for plans of this nature as specified by FEMA," the presenter said.
Staff also introduced a one-page infographic designed to make the plans elements more accessible to residents. During public comment some speakers questioned consultant costs and solicited assurance the plan would be implemented rather than shelved. Nick said staff is prepared to begin scheduling training and exercises if council adopted the resolution.
Council action: The council moved to adopt the resolution and approved it on roll call. After adoption staff said they would begin scheduling training and dissemination of the infographic and other outreach materials.
Whats next: Implementation includes a training schedule and outreach to first responders and the public; staff will report back with training timelines and exercise plans.
