The Brookings Planning Commission voted unanimously to approve a minor change to the conditional-use permit for the short-term rental located at 1244 Moore Street, transferring the permit to new owners Carl and Emily Clyde.
Planning staff told the commission the property is in an R‑3 zone and was originally granted a short‑term rental conditional use permit on 03/01/2022. Staff said the code allows existing short‑term rental CUPs to continue after a sale if the new owner files a minor change application within six months, reported no written neighbor objections, and recommended approval of the minor change.
Applicant Emily Clyde, participating by telephone, confirmed there were no objections from neighbors and waived additional time to submit written argument, saying, "No, I just wanted to confirm there was no objection from any of the neighbors, correct?" Staff replied "Correct."
A commissioner moved to approve file MCDash2Dash25CUPDash7Dash22, adopting the findings and conditions in the staff report. The motion was seconded and the commission recorded ayes. The chair announced, "Emily and Carl, your application has been granted." The motion and the final order were adopted by roll call.
The approval was recorded on the public record; staff will retain any exhibits submitted until appeal opportunities expire. The hearing record cites Brookings Municipal Code provisions for short‑term rentals and minor-change procedures that the commission used to evaluate the request.
The commission closed the public hearing on this file and moved on to the next agenda item.
