Shanna Marshall, special projects division manager, presented two alternative design concepts for the Rose District Plaza, including expanded pavilion space, a permanent stage and circulation changes to better accommodate the farmers market and seasonal events. Marshall said both concepts include similar program elements and that the consultant will provide updated cost estimates after council direction.
Council members discussed sightlines, vendor loading and the potential for future museum expansion. Several members said centering the lawn and moving the pavilion north (Option 1) would open the space for larger crowds and make events more visible from Main Street. One councilor asked whether the first option included dedicated power for food trucks; staff confirmed the design will accommodate vendor power and loading points.
After discussion, Councilor [name withheld in transcript] made a motion “to lean to Option 1” and another councilor seconded the motion; the council conducted a roll call and gave formal direction to move forward with Option 1. Marshall said the consultant will finalize the master plan and provide an updated cost estimate to ensure the design remains within the bond project parameters.
The decision is a directional vote to guide staff and the consultant; final construction-level approvals and funding allocations will require subsequent budget and bond actions.
