Board approves appropriation resolutions; finance presents capital requests including turf-field funding

The Rockbridge County Board of Supervisors accepted a financial report Dec. 15 and approved two appropriation resolutions: a commitment of general-fund reserves and a regular appropriation resolution covering current bills and capital requests.
Finance staff reported total bills for the period of $1,250,096.75 and requested a $500,000 transfer from capital reserves to support the school division's turf-field project. The school division reported a vendor quote of about $1,800,000 for the turf-field; Lexington City's share was cited at 15.76%. Other appropriation requests noted in the report included $794,541 related to courthouse flood repairs (covered by insurance reimbursement), $249,098 for a building elevator, and $124,232 for core security upgrades; the finance committee recommended the items.
Staff also provided a draft provisional FY2027'FY2031 Capital Improvement Plan for review; the board set provisional adoption for Jan. 12 and final adoption for May 4, 2026. No final CIP action was taken at the Dec. 15 meeting.
Board members asked clarifying questions and were told county staff will continue work on courthouse CIP priorities and bring back refinements before the provisional adoption meeting.
