District clerk to run school board elections; board hears state bills and potential special-education funding shortfall

Board member Jeanette (speaker 10) told the Green Bay Area Public School District board that beginning with the upcoming election cycle, the school board clerk (Kinsey) will run school board elections rather than the Green Bay City Clerk’s office. She said candidates can begin collecting nomination signatures on Dec. 1, must submit packets by Jan. 6, and that Kinsey (McKinsey Lair referenced) will coordinate appointments and packet distribution.

Jeanette also reviewed state legislative measures and fiscal implications for special education. She said preliminary guidance indicates the state may reimburse roughly 35% rather than the 45% districts had hoped, and one finance speaker estimated that could translate to about a $1,000,000 shortfall for the district if the lower rate holds. Jeanette flagged several bills under consideration including Assembly Bill 166 (academic and career planning reporting), AB9/SB11 (charter youth membership organizations), AB32/SB10 (military recruiter access to public high schools), and Assembly Bill 614/Senate Bill 611 (teacher authority and parental notification for disruptive behavior), urging parents and stakeholders to contact legislators.

Why it matters: Changes to election administration affect candidates and how voters receive materials; special-education reimbursement shifts could materially affect the district budget. Pending state bills may change district obligations around outside groups, recruiter access and classroom management.
