The council voted to amend the holiday overnight-permit suspension to cover Thanksgiving through New Year's Day for selected 800 blocks, allowing residents and visitors additional overnight parking during the holidays.
Separately, the police chief addressed resident concerns about enforcement during snow. The chief said, "If there's a snow emergency, we obviously will not go out and ticket the vehicles or ask the vehicle to move," and asked the council to clarify a snow threshold so enforcement is predictable. The chief proposed public notice via social media and the borough website when a snow exemption is in effect.
The chief also asked the borough to advertise an ordinance amending the special-permit parking hours (proposal to change the restricted overnight period from 9 p.m.–6 a.m. to 2 a.m.–6 a.m.) affecting Penn Street, 1st Street in Penn, and the 800 blocks of Laurel and Arbor; council agreed to address that item on next month's agenda for formal advertisement and public review.
What this means for residents: During a declared snow emergency, residents should expect the borough to use discretion and to provide public notice before suspending enforcement; holiday permit suspensions will be broader for the Thanksgiving–New Year's period for the approved blocks.
