St. Clair County commissioners adopt 2026 general fund budget, approve disbursements and multiple contracts

The St. Clair County Board of Commissioners voted unanimously on Nov. 20 to adopt the 2026 general fund budget and to approve a series of disbursements, contracts and grants presented at the meeting.
Commissioners approved October 2025 county disbursements totaling $71,577,009.39 after a motion by Commissioner Rushing and a second (roll call recorded all 'Yes' votes). The board then approved numerous agenda items by separate motions, including a $125,000 increase to the Clyde Innovation library contract and a one‑year Westlaw subscription for the county library at $21,942.
The board also approved a multi‑year police services agreement with Kotcherville Township (term 01/01/2026–12/31/2028) as presented. Multiple grant awards and letters of agreement for residential substance abuse treatment, mental health court and drug court programs were approved, with amounts announced on the record. Among those were a $130,000 agreement with a prepaid inpatient health plan for residential substance abuse services, a $455,229 Michigan mental health court grant award, and several smaller program agreements and MOUs for court and recovery services.
On retirement and employee benefits the board approved a 2026 employer pension contribution of 37% and a retiree health care contribution rate of 9%. The board also authorized renewals for Medicare Advantage and Blue Cross Blue Shield coverage and approved the Michigan Municipal Risk Management Authority insurance renewal (recorded on the agenda as $956,501).
The board approved its 2026–2030 capital improvement plan as presented and agreed to a contract to replace electrical features at Goodells County Park's splash pad for $48,226.65. Commissioners also adopted a resolution supporting the realignment and signage for U.S. Bicycle Route 20 within the county's right of way.
All motions described above were moved, seconded and adopted by roll call or voice vote as recorded on the meeting record. The board received and filed the administrator's report and adjourned the meeting.
Next steps: the board's December full‑board meeting is scheduled earlier than usual (second Thursday) because of the holidays; no further hearings on the 2026 budget were scheduled at this meeting.
