At its Dec. 16 meeting the Greenfield Common Council approved a package of municipal contracts, licenses and budget transfers, including a contract worth $757,056.42 for Parline Trail Phase 3 and routine approvals for insurance policies and retail alcoholic beverage licenses.
Parline Trail Phase 3: Council approved a contract with AW Oaks and Sun for $757,056.42 to complete Parline Trail Phase 3. Public works staff said work will begin in spring and be completed by the end of summer, with a likely ribbon‑cutting at the bridge over the Root River. "It'll start in spring... It'll be done before by the end of summer," a public works representative said. The motion to award the contract carried on a recorded roll‑call vote.
Insurance renewals and licenses: Council authorized the city clerk and mayor to sign paperwork to renew the city's 2026 insurance policies, including liability, auto, workers' compensation, cyber liability and property coverage. Council also approved operator licenses for 2025–26, a Class B fermented malt beverage and liquor license for Time Out Sports Bar at 4500 West Forest Home, and a temporary Class B license for the Greenfield Educational Foundation for a Jan. 30, 2026 trivia night.
Budget and equipment transfers: The council approved a $15,000 transfer from equipment reserves to fund an HVAC project at the amp house, citing heat and volunteer safety concerns, and approved multiple capital and police equipment transfers (including two $50,000 transfers). Council also approved purchases tied to transfers, such as a John Deere skid steer and a Rayco stump grinder as described in the agenda.
Other approvals: The council approved a recycling and solid‑waste code amendment, several site reviews, ownership change resolutions for retail sites (including a BP station at 4715 South 27th Street and Shotts and Tequila Bar at 5175 South 27th Street) and routine financial schedules and investments for October and November.
