Several commissioners said they would like more transparency on hourly staffing and unit counts; one commissioner objected to counting housing‑choice vouchers as equivalent to managed units, saying vouchers represent paperwork and not a physical unit.
The board also approved a Minnesota Housing Participation Program agreement that allows the county to continue offering down‑payment and closing‑cost assistance through qualifying lenders. Staff said the program has maintained utilization above the program threshold and recommended renewing participation.
Separately, staff presented an informational briefing about establishing a local housing trust fund under Minnesota statute (a template and program manual were available). The trust fund would accept a variety of revenue sources (state SAHA distributions, levy, grants, private donations) as a revolving pool for gap financing, deferred loans or targeted grants. Staff proposed using certified SAHA allocations as seed capital and returning with a draft ordinance in January for formal establishment.
The board approved the MMCDC contract extension and the Minnesota Housing participation commitment. Commissioners requested further detail on contract staffing, cost comparisons for in‑house management, and options for a county‑run revolving housing fund prior to any long‑term commitments.
