Council approves easement, hires chief of police under employment agreement and authorizes Fair Share mediation; some members dissent on the police contract

Following a closed session on fair-share housing, police personnel and a temporary easement, the Township of Washington Council returned to open session and acted on several items.
The council approved Resolution 25-364 to authorize entry into a grant of temporary easement with Valley National Bank by roll call (unanimous yes). The council then approved Resolution 25-370, authorizing the mayor to execute an employment agreement with Arsenio Pecora to serve as chief of police. The roll call recorded at least two dissenting votes: Councilman Cascio voted no and explained he generally opposes giving a contract to a civilian position because of added long-term cost; Councilman Millman also recorded a no vote expressing concern about offering a contract with protections similar to the PBA. Other council members voted yes and the resolution passed.
Finally, the council adopted Resolution 25-371 to authorize entry into a mediation agreement with the Fair Share Housing Center; the roll call recorded unanimous approval.
