Applicant representatives described two smaller buildings and treatment tanks sited well back from neighboring properties; the project preserves a roughly 100-foot setback required by the development agreement and the applicants moved the buildings farther west to create approximately 130–140 feet of buffer to the nearest residences.
The applicant's design team proposed an alpine-modern architectural motif and a landscaping plan that includes 53 trees (8–12 feet tall evergreens and cottonwoods) to strengthen screening. Staff requested that Weber County Engineering and Weber Fire District provide written approvals and that any exterior lighting be dark-sky compliant. Commissioners voted to approve the design review subject to the recommended agency approvals and the remaining staff conditions.
