Commission adopts resolution to fill District 3 vacancy from new District 3 during transition to five districts

Counsel and staff cited guidance from the Kansas Secretary of State and KSA 19-203a in presenting options; counsel recommended appointment from the new district to minimize any period of unrepresented voters and to align with the intended transition to a five-district structure.
The resolution (number read in the meeting as 37-25 by dialogue) lays out statutory citations and the rationale for appointing political party precinct leaders from the new District 3 to select a replacement who would serve until the winner of the November 2026 special election assumes office in January 2027. Commissioners discussed the timing of the sitting commissioner’s resignation and the practicalities of appointment and seating; the board moved and seconded the resolution and it passed by voice vote.
