The Washington City Planning Commission voted Nov. 19 to recommend City Council approve Z‑25‑22, a privately proposed update to the PUDC site plan for 323 East Telegraph Street that will replace an above‑ground stormwater pond with underground stormwater chambers to create space for additional parking.
Staff planner Eldon told commissioners the 0.74‑acre site is an established business location and that the revised plan also relocates the trash enclosure about 20 feet to the northeast and adds a right‑out onto Telegraph Street. "Staff supports the proposed changes as they meet the guidelines for the PUDC zone," Eldon said and recommended the commission forward the proposal with the findings and conditions in the staff report.
In public comment, resident Kurt Ivy said he supported the application, calling the business "one we need" and saying the proposed traffic adjustments would give it a better chance to succeed. Commissioners asked staff to clarify access changes; staff explained a median installed on Telegraph now allows a right‑in/right‑out movement that previously was not permitted.
Commissioner Mitchell moved to recommend approval subject to staff findings and conditions; Commissioner Tupelo seconded. Individual roll‑call votes were recorded and the motion passed. The item will proceed to City Council with the commission's recommendation.
The staff report and the commission record list the decision as a recommendation only; the final decision rests with City Council when it considers Z‑25‑22 under the findings and conditions forwarded by the Planning Commission.
