Council approves DOJ hiring grant, multiple collective bargaining agreements, change order and appointment

The council added and approved Resolution 2025-R-47 to accept a U.S. Department of Justice Office of Community Oriented Policing Services (COPS) hiring grant, with a grant amount in the record shown as $125,000. Council members discussed the 45-day acceptance deadline and sustainability concerns for grant-funded positions; staff noted the grant is intended to support hiring that aligns with the citys staffing plan.
Council also suspended the rules and ratified collective bargaining agreements for part-time patrol officers (Resolution 2025-R-43) and part-time firefighters (Resolution 2025-R-44). Both agreements passed by roll call vote, each recorded as 7-0.
On infrastructure, council authorized the administrative director to execute a change order with Jay Severino Construction for the Southland Road drainage system improvements project not to exceed $75,000 (Resolution 2025-R-35). The motion was approved by roll call, 7-0, and staff said the change order will allow Severino Construction to modify the original engineering plan to address as-built issues and grading.
Finally, the council confirmed the appointment of Paul Lawrence as assistant clerk of council through the end of the year (Resolution 2025-R-46); rules were suspended and the appointment passed on a 7-0 vote.
Votes taken at the meeting on these items were recorded in open session and included suspension-of-rules motions where the agenda language called for emergency declarations or timely acceptance of grant funds. Council members did not attach additional conditions to the grant acceptances during the meeting.
