Knox County moved an ordinance (O-22-12-101) on first reading to amend the county zoning code by adding a new section on "temporary uses," which would create standards for temporary habitation (for example recreational vehicles or campers during home construction) and permit a framework for other emergent uses such as music or entertainment venues.
Director Snowden explained the ordinance would add conditions and limits (minimum acreage, permit requirements, and time windows) and that mobile homes and state-permitted structures would remain regulated under existing code. Commissioners asked for clarity on enforcement and expressed concern that gray areas in earlier drafts could be exploited to create de facto permanent residences; staff said they had added several conditions and would work with planning and codes to ensure enforceability.
The commission moved the ordinance forward with no recommendation and set a public hearing for Jan. 17 at 4:30 p.m. before a future work session as required by commission rules.
