Board approves renewal of employee assistance program amid discussion of utilization

The Shippensburg Area School District board voted to renew its employee assistance program (EAP) contract with Work Partners at an annual rate of $9,000, effective Feb. 1, 2026.
Administration described the contract as providing Life Solutions services (employee‑centric programs and online tools available 24/7). During discussion, Mrs. Weber and administration provided utilization data for two reporting windows. According to the figures reported to the board, between February 2024 and Jan. 20, 2025, 34 individuals accessed EAP services. The broader comprehensive service counts reported included 323 uses in one multi-month window and 201 in a second window; wellness benefits logged 160 uses in the first window and 130 in the second. The presenters said 80% of counseling sessions were in person and 20% by telephone.
Board members raised concerns that the program may be underutilized and asked whether district employees might benefit from alternative or additional services. A board member requested that administration gather comparative information and cost analysis on alternative providers; administration agreed to search for alternatives, get additional data and report back.
After discussion, Dr. Michael Lyman moved the renewal, Dr. Nathan Goetz seconded, and the board approved the contract renewal by voice vote.
