Facilities staff presented a multi-year deferred maintenance plan and an update on the facilities master plan during the Dec. 9 meeting, and trustees asked administrators to return with a realistic funding recommendation to begin addressing long-standing capital needs.
Director Rodriguez presented that Teeter Architects will assist updating the facilities master plan to comply with Proposition 2 requirements and will involve community and site-based input. The board was told the plan will return for action on Jan. 13.
Director Rodriguez also reviewed change orders for Justin Garza High School’s athletic complex (increment 2) and explained that complex construction frequently generates change orders to address unforeseen conditions. Students and trustees asked that the district capture lessons learned to reduce future change-order frequency.
Director of Facilities reviewed the deferred maintenance priority list and corrected an item on the agenda (the FY26–27 deferred maintenance budget is $2,000,000, not $9,000,000 as earlier printed). He identified high-priority needs including roof repairs, HVAC unit replacements, classroom flooring, PA system replacements, and furniture refreshes. Trustees noted that a single roof project can consume multiple years of the current deferred-maintenance budget and asked the director to propose a more realistic annual funding level (Trustee Singh suggested examining a $4 million baseline) and bring back cost scenarios for January action.
Public comment earlier in the meeting raised a facilities inequity issue: a community member urged the board to place a pool for Central High School on the agenda and address perceived disparities between campuses; trustees acknowledged the concern and placed facilities planning items on the January docket.
Next steps: facilities items (master plan contract, change orders, deferred maintenance plan) will return to the January 13 board meeting for further action; staff will provide funding scenarios and draft procurement timelines.
