Planning staff said the city has received inquiries about tiny homes and has been researching options used by other municipalities; they recommended considering lot-size reductions (700 sq ft was mentioned; staff said 400–700 sq ft may be a workable range for tiny homes that meet inspection standards) and defining bulk-and-yard standards. Staff warned that current International Residential Code references tiny homes only in appendices and that some prospective tiny-home structures would not meet standard inspection requirements without local code adjustments.
Several council members emphasized that any tiny-home developments inside city limits should meet conventional neighborhood standards — paved streets, gutters, drainage — and that RV parks and mobile-home parks need clear location and infrastructure standards. Council approved a motion directing staff to prepare ordinances and follow-up materials; roll-call voting recorded unanimous approval.
