Council voted to authorize the city manager to negotiate and execute a performance contract with Dream Bound Enterprises (Jody Messina) for a March 28, 2026 concert at the Muskogee Civic Center.
Justin O’Neil presented the event budget, explaining talent cost line items and overall estimated expenditures. The draft contract contained a $70,000 talent fee cited by staff and a contract total with incidentals of approximately $104,300 (the contract text had a $104,300 figure). Staff and council discussed insurance requirements in the contract (commercial liability clauses cited at $3,000,000 and $5,000,000 limits in committee notes) and a revenue-sharing clause the promoter had included that would give the promoter 50% of ticket sales above certain thresholds; council instructed staff to try to strike or renegotiate that clause.
O’Neil reported ticket sales momentum (over 700 tickets sold), and staff described conservative, “worst-case” budgeting for marketing and staffing. Council discussed break-even attendance thresholds and potential economic impact to local hotels and restaurants.
A motion to authorize the city manager to negotiate and execute the agreement as amended passed on roll call. The recorded vote showed Deputy Mayor Derek Reed voting No; other councilors voted Yes.
