Representatives of the Muskogee Medical Center Authority presented to the council on Dec. 8, reviewing the authority’s origin (trust indenture dated 12/12/1966), past role in securing and stewarding hospital resources, and its ongoing mission to help provide local health-care services.
Speakers outlined a history of leases and transfers — noting the evolution from Muskogee General Hospital to Muskogee Regional Medical Center, subsequent leases to private operators, and the transfer of the main hospital campus to Saint Francis in 2017. Presenters said the authority’s duties include maintaining relationships with Saint Francis and using resources to support community health initiatives rather than diverting funds for unrelated purposes.
The authority proposed directing assistance to local charitable providers, specifically citing the Good Shepherd Clinic in Muskogee, and suggested establishing screening clinics, resource workshops, and medical-literacy programs in neighborhood locations. Presenters cited local health indicators during remarks (poverty about 25%; 25.2% on Medicaid; 13% on Medicare; about 15% uninsured and only ~32% insured through work) to argue there remain unmet needs and that the authority can help fill gaps as regional services shift.
Councilors asked about governance, board appointments and historical financing. Presenters said the authority had been funded historically through a combination of initial fundraising, lease proceeds and sales tax; trustees are authorized to raise funds under the founding trust. The authority requested council consideration of retaining the trust structure to continue community-focused activities.
