Council advances supplemental letter for $8–$10M 6th Avenue West project amid funding questions

Several members asked whether Baker Tilly’s financial review is complete and whether pending grant applications — including an IRRRB application and a Local Road Improvement Program submittal — could cover portions of the work. Councilor Paulson and others urged caution about moving forward without a clear budget plan; Councilor Johnson and other supporters argued delaying would increase long‑term emergency and maintenance costs.
After debate, the council voted to approve and forward the supplemental letter for the 6th Avenue project for consideration at the regular Tuesday council meeting so the larger council can consider spending approvals and grant outcomes. The motion to forward passed on a roll call (recorded as 4–1 in the Committee meeting: Motley yes; Paulson no; (other recorded ayes include Yandic, Reid Lieb and Johnson)).
Next steps: staff will refine the contract language per council direction (possibly removing bidding documents to pare the immediate scope), provide updated cost breakdowns and grant-status updates and work with Baker Tilly on recommended financing before the full council considers any appropriation.
