Lapeer commission adopts package of zoning text changes after debate on landscaping and signs

The Lapeer City Commission voted Dec. 15 to adopt a set of zoning text amendments to Chapter 7, which modify standards across several articles including landscaping requirements, tree removal and replacement standards, and temporary sign rules.Commissioner Brady moved the package, which combined several discrete changes that some commissioners asked to split into separate votes. Commissioner Glissman and others raised particular concern about a provision described in committee notes as addressing overlapping landscaping requirements and potential reductions in required plantings; she asked whether the city was lowering standards or substituting a different approach. City Manager Jeremy Womack and planning staff explained that the planning commission and applicants had asked to remove duplicative requirements where two landscaping standards overlap and that the clean version retained a 1-to-1 tree-replacement ratio for removed trees. Womack said the revisions were largely motivated by business feedback that existing landscaping standards were burdensome and sometimes blocked development.The city attorney and staff answered procedural questions about when the zoning board of appeals can grant variances and whether the planning commission had thoroughly vetted the package. After discussion and clarification that the clean copy preserves the 1-to-1 tree replacement standard in the section under review, the commission approved the grouped amendments by roll call.
